Two New Canada Permanent Residency Pathways & Qualifications Details.

The eligibility requirements for two new canada permanent residency pathways were released by Immigration, Refugees, and Citizenship Canada in the official Canada Gazette on December 14.

The Francophone Community Immigration Class (FCIC) and the Rural Community Immigration Class (RCIC) are the two new Canada PR paths.

In order to alleviate labor shortages and foster regional economic growth, these initiatives seek to draw qualified workers to rural and Francophone towns outside of Quebec.

1. Rural Community Immigration Class (RCIC)

1. Plan to live in a rural area of a province or territory apart from Quebec.
2. If applying from within Canada, keep your temporary residency status current during the application process.
3. In accordance with the National Occupational Classification (NOC), candidates must exhibit relevant work experience for their occupation.
4. At least one year (1,560 hours) of consistent full-time job experience, or three years of comparable part-time work experience.
5. Work experience needs to be in line with the lead statement and a significant proportion of the primary responsibilities listed for the NOC position.

6. All job experience in Canada must have been obtained while the employee was a legal temporary residence.

Exemption for International Graduates:

1. Within 18 months after submitting an application, obtained a degree, diploma, certificate, or trade credential from an approved Canadian post-secondary school.
2. Candidates must have studied full-time in the specified community for master’s or doctorate programs that are less than two years in length.
3. Applicants must have lived in the neighborhood for at least 16 of the previous 24 months for programs lasting more than two years.

Programs That Qualify:
1. Assign language studies (English/French) for more than half of the credits.
2. Include more than half distance learning.

Proficiency in Language
The results of a language exam authorized by the Immigration and Refugee Protection Regulations must be submitted by applicants to verify their fluency in either French or English.

Recommendation Certificate
Candidates must obtain a current Certificate of Recommendation from the Economic Development Organization of the targeted community.

2. Francophone Community Immigration Class (FCIC)

Proficiency in Language
Candidates must demonstrate advanced proficiency in all four language skills—reading, writing, speaking, and listening—in French (CLB/NCLC 5 or higher).

Experience at Work
1. At least one year of consistent work experience in a certified TEER occupation within the previous three years.
2. Experience must fulfill the primary responsibilities listed in the occupation’s NOC.

Qualifications for Education
Candidates must possess a secondary school diploma or above from Canada, or, in the case of international credentials, an equivalent Education Credential Assessment (ECA).

Offer of Employment
1. for a job from a designated employer that they are qualified for, capable of performing, and likely to accept and carry out, as demonstrated by their prior work experience or education pertaining to the lead statement and primary responsibilities of the occupation as outlined in the National Occupational Classification occupational descriptions;
2.. for full-time, non-seasonal employment for an ambiguous duration; 3. for jobs situated in the specified community but requiring at least 75% of the work to be done there;

It is anticipated that applications for the RCIC and FCIC paths would open in early 2025.
These pathways present international graduates and foreign workers with a fantastic chance to fulfill their aspirations of obtaining permanent residence in Canada while leaving a lasting impression on the communities in which they choose to live.
